Born in 1948 in Tokat, Aziz Kocaoğlu is graduated from Ege University, Faculty of Economics in 1973. He  has completed his master degree at Istanbul University’s Business Department in 1974, he began his career as an accounting specialist in a public institution. In 1979, he established his own business and on 1986 he worked in industrial sector with joint ventures.
Started his political career at CHP Youth Representations, Kocaoğlu served as Assistand Director of CHP Bornova District Directorate between 2001- 2003 before being elected as the Mayor of Bornova District on 28 March 2004. After the loss of Mayor of Izmir Metropolitan Municipality, Ahmet Priştina, he was appointed to Mayoralty of Izmir on 21 June 2004 by the unanimous approval of City Parliament. Aziz Kocaoğlu has been re-elected in 2099 with 56.7 percent of votes.
Aziz Kocaoğlu is married and has two children.
