She was born in Tunceli in 1948. She was graduated from TED Ankara College in 1965. She received degree in City Planning in 1970 at Middle East Technical University (METU). She worked at General Directorate of the Bank of Provinces in Ankara between 1970 and 1973.
She established her own city planning office in 1973. Since then, during nearly 42 year-tenure of self-employed city planner, with a professional personnel she has been working for and with public authorities such as, the Ministry of Environment and City Planning, the Ministry of Forestry and Water Affairs, the Ministry of Science Industry and Technology, Provincial Bank Co., Ltd., Governorships and Municipalities and international institutions such as the World Bank; and also private enterprises with whole types and scales of projects and plans.
In Kutluay Planning Office, from macro plans and strategic plans (of scales 1/100.000 to 1/25.000) to master and implementation plans (of scales 1/5.000 to 1/1.000); conservation plans, urban design and landscape projects are carried out and consultancy to any project related to urbanism, architecture and engineering are given.
